SEPTIC SYSTEM PERMITS:  Can be found at  County Permits. Hill County Sheriff's Office 406 Hall Street Hillsboro, TX 76645. Phone: 254-582-5313. Changes to the Onsite Sewage Facility Inspection ...ANYONE INSTALLING THEIR OWN SEPTIC OR BY QUALIFIED PLUMBER MUST COMPLY WITH THE STATE LAW.
